republicans seething over losing the election are wanting to change the rules on electoral votes.Instead of all the votes going to the popular vote winner they want to split them between the candidates.

Where have you been?

It isn't just Republicans who favor that. Dems do, too. Actually, I should qualify that and say "some" for both the GOP and Dems.

In fact, some states already proportionally split their electoral votes.

Didn't the democrats try to do the exact same thing when Gore lost? Both parties try to change the rules after they lose.

States can choose how their electors are apportioned. If they want to apportion them by congressional district, they can. Two states do already.
