Here on The Gulf Coast, we have learned to live with Hurricanes. I have been through countless storms, some bad, (Ike), and some nothing but glorified thunder storms.
The wind is really not the big deal, most modern structures will take it with no ill affects. But the storm surge, (we had 21 feet in Ike), and the rain will fill a city up pretty quick.
A city such as New York, with it's massive underground infrastructure, is ill equipped to handle this type of castastophy. Water still flows downhill. It's nobodies fault, there is little you can do.
Everybody needs to chip in, help where it's needed, and let life go on.
