Shocking Admission. Rand Paul Not Sure There Was a Fiscal Bill
According to Rand Paul, the Fiscal bill was posted online at 1:36AM and voted on at 1:39AM. If this is true, then it would mean that:
1. a copy was never printed
2. nobody read the bill
3. anybody voting yes, voted for a bill they never saw
Shouldn't that be a violation of something?
This bill is going to fail as horribly as the Obamacare bill did and the stimulus bill before it.

Talking with a couple comgressmen--one from each party--they both admitted that is exactly what happened. They were able to have their staffs look through parts of it before it went on line, so they had a couple hours instead of 3 minutes--but in essence that is the case. Most have no idea about some of the things hidden in the bill, good or bad.
It is a major indightment of the 500+ members as a whole.
The only think I will add to your post is that anyone voting "no" was equally ignorant of what they were voting on.
But no, it isn't a violation of any rules/laws that I know--just responsibility. But they did that long before voting on this bill.

why not fault the bastards for not reaching an agreement L-O-N-G before the last damn minute ?
no laws were broken but nonetheless, anyone that thinks every member of congress reads every bill start to finish regardless of how much time they allow themselves is an idget ... we elect raido station owners and people from damn near every background you can imagine, even if these jerks read the bill do you actually think thay could understand what they read ..

Because 70+ % of the voting public (location dependent) will vote for the guy with a D or an R no matter what. They do not want to take the time to learn anything about the candidates. Even the ones that vote in the primary will be more likely to vote based on one or two issues or based on what some member of the press or radio talk show says is "most electable candidate."

pizza parlor owners, radio station owners, car dealership owners and the list wen on ..
stands to reason the people here bitching about congress not reading a bill before they vote on it .... they need someone intelligent like a pizza guy to explain it to them ..

A persons job does not necessarily reflect their intelligence.
That being said, I can see no evidence that any of the members of congress ever read the bill. When would they have time? Every major piece of legislation always has some hidden gems in them, even the small ones do.
It is a way for the politicians to control each other by making sure that there is dirt available on all of them.

They weren't elected to vote on bills they haven't read. Obama promised to have all bills posted online for 5 days before he signed them. Oh, yeah. That was a lie, too.
If they haven't read the bill, or don't understand it, it is their duty to vote against it until they have had time to both read it, and understand it. If they can't understand the bill, they need to hire trusted aides who can do that for them.
It is the height of irresponsibility to vote "yes" on a bill you haven't read or don't understand. It is tyrannical of the leaders to demand a vote in favor of a bill the representative hasn't read or doesn't understand.
The entire Congress should be impeached for this practice, and Obama should be impeached for lying about transparency.
