That isn’t how it works in practice in Louisiana. Full service places who don’t use massage in the name are served with cease and desist notices all the time.

In Dallas, places used to get by calling themselves relaxation spas and never uttering the word massage. It was kind of like going to a headshop and not being allowed to say the word bong. If you went in and asked for a massage, they would tell you to leave because they do not give massages. If you do that at one of the “spa” places here, they say come on in, how long you want.
The law is the same in Louisiana. If you say that you perform massage, then you are required to have a massage license. That law is obviously routinely broken and usually ignored by law enforcement.
