I used to work in the same building complex that Pearls of Asia s located at, during the time the site was shutdown we had 2 inspections, 2 inspectors followed by like 7 police officers walked through all the buildings in and out, I think they were trying to bust an illegal casino that’s in one of the buildings, but nothing happened when they went inside Pearls, why is this? DPD knows what it is isnt? I’m just very curious to see the whys. Thanks

OK, but first you have to read what the law requires: there must be evidence that can be brought into court (like testimony of an officer) that shows there was a monetary transaction for sexual contact. How hard would that be for an undercover officer to get without ethical,moral compromise? No district attorney is going to put an officer on the stand that will testify to that fact.
Just because they knowwhat is going on doesn't mean that they can prove it.

Local LE has used officers in this capacity and brought charges. One of the rags, Observer or Texas Muntly, did an article about it, stating the officer received a sexual favor to completion.

Sorry. But, I cannot recall a specific article. I just remember that the ossifer actually went through the act and the DA was ok with it.

And, yes, I flunked the entrance exam at Academy later that week.

But, I do know that LE has a real problem without probable cause. If they enter an establishment without warrant and have no clear probable cause, they are restricted in what they can do.

I defer to the Legal Counsel at this point.
