I don't know the particulars of the Dallas ordinance, but begging enjoys substantial First Amendment protection. While that protection is not absolute, the right to solicit contributions in public is protected by the First Amendment.

There are a lot of beggars here, but nowhere close to SF.

However, I did come across a lot of young, cute girls in Austin asking for money (usually accompany by some young guy).

I saw a panhandler the other day near downtown. He's brand new, just-release Nike shoes. At least change into something older to garnish more sympathy.

I am willing to bet you more than most here appreciate the hard earned dollar and what it represents.

Once got asked for money in a parking lot after dark years ago coming outside of a restaurant. The guy had a work shirt on from a local tire place and had a convincing story that he only needed $5 for enough gas to get home. Being the nice guy that I was back then, I gave him the money. About a month or two later at another restaurant a couple of blocks away I got hit up with the same story from the same guy. I said "dude, this story isn't going to work on me this time, get lost." He had a funny look on his face and
realized he screwed up. Walked away dejectedly.
