Yes, and Germany surrended under Truman but who was behind D-Day, Sicily, Lend Lease, the massive build up, Midway, the Philippines, and a little somthing called the atom bomb.

The Soviet Union fell under Bush's watch but it was Reagan that exhausted them to the point of collapse and Bush doesn't argue the point.

It may have shifted some commerce but I don't think it made any difference military wise. We have been fighting them ever since just not face to face.

Slick Willie also cut troop levels. This is how he "balanced the budget". He also used an executive order to require a special tax on military items at the exchange. Required military items like uniforms, belts, ribbons, etc. This is how he offset the cost of the Bosnia deployment.
