Uh, that's the purpose of block grants, CBJ7. Is there any subject you know anything about?

The Feds give states block grants, to return some tax money to the state, and they let the state decide how to distribute the funds, because the state knows better than the feds. There are usually some strings attached, but that's generally how it works.

You can learn more, if you'd take a course.

point being the republican governors rail against healthcare and the cost involved, aka spending , yet the hypocritical sob's are willing to take as much fed $ as they can get and dont have to use it for healthcare.

Some of those strings are a bit harder to break than you think. The federal government takes tax money from the state in the form of gas taxes. Later they "give" the money back in the form of block grants for highway construction. Only they attach strings; the age to buy alcohol has to be 21, the drunk driving standard has to be .08, seatbelt laws have to be enforced, and the speed limit can only be so high. If you don't follow these "guidelines" the federal government will withhold the taxes taken from the people of the state. There are other strings out there.
