I can somewhat answer this. We get a LOT of threats like this. Sometimes, the threats are serious and we move, most of the time, the threats are just flat out bullshit. She had no reason to take the guy seriously-- after all, she hadn't done anything wrong. She didn't get any money from him. She didn't refuse him service. He tried to rip her off but it failed. I could see her taking it more seriously had she been in the wrong.
Now I probably would have moved-- but I tend to be a bit overly paranoid. I can reasonably understand why the threat wouldn't have been taken seriously.
