Blue borders and background missing

My eccie screen does not contain the blue borders and blue background, only white areas with print????/ Help, techies???? How do I get it back? Already turned off 'puter and relogged in.

There's discussion in national tech forum, and other ask questions of staff.
If it makes you feel any better mines normal.
Read in another forum if your's is okay and you clear cache you too will have the problem.

I just heard from VS that the system 'upgrade' has compatibility issues with pieces and parts. They are working on it. Meanwhile, it's a GD awful ugly website. For some of us anyway.
